This opening is for the senior role in import/export compliance with responsibility for managing our expanding regulatory compliance and contractual obligations in our infrastructure, defense and mobile technology businesses.  This position is responsible for ensuring the Company’s compliance with all applicable U.S and foreign trade laws, including export controls, customs regulations, and other import/export requirements, and is responsible for proactively monitoring changes to these laws and regulations and enforcement and other policy developments to ensure the Company’s continued compliance and its ability to react quickly to the ever-changing import/export compliance landscape.  This position will be a Senior Manager position located in Richardson, Texas.  We will also consider candidates available to work in our Greensboro, North Carolina location. 


The ideal candidate will have a proven track record of success managing import and export compliance in a global technology company with a significant defense-related business environment and have an extensive knowledge of the International Traffic in Arms Regulations (ITAR), the US Export Administration Regulations (EAR) and U.S customs regulations.  The ideal candidate must have excellent communication skills. 


  • Manage our U.S. import/export compliance team;
  • Work collaboratively with and provide proactive import/export compliance guidance to, management, contracts, procurement, sales, business development, logistics, security and other internal stake holders;
  • Provide import/export compliance training to relevant U.S based employees;
  • Interface with the Department of Commerce, Department of Defense, other U.S. Government stakeholders, and industry associations regarding the Company’s position with respect to existing and new regulations and licensing policies;
  • Manage oversight of global procedures and standards to ensure compliance with the U.S. Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and U.S. Customs Regulations;
  • Maintain a central database of global Harmonized Tariff Schedule (HTS) numbers and Export Control Classification Numbers (ECCN) for all products and determine the applicability of license requirements, exemptions, and exceptions;
  • Ensure communication and coordination with colleagues throughout our global company to identify import/export requirements throughout the supply and distribution chain and manage licensing requirements in foreign jurisdictions;
  • Interface with engineering design teams to determine and/or validate product classifications and jurisdictional determinations;
  • Oversee preparation and submission of Directorate of Defense Trade Controls and Commerce license applications and Technical Assistance Agreements; implement and maintain licenses;
  • Oversee internal self-assessments and internal/external audits of import/export compliance;
  • Oversee maintenance of import/export compliance policies, procedures and manuals;
  • Oversee broker management and audits;
  • Work collaboratively with in-house attorneys and outside counsel to ensure compliance with applicable laws and regulations; and
  • Ensure best practices are followed in all import/export compliance matters.


  • Extensive experience in import/export operations and corporate compliance
  • Working knowledge of product classifications using the U.S. Harmonized Tariff Schedule (HTS)
  • Experience in preparing export license applications
  • Experience in classifying products under the EAR and ITAR
  • Excellent written and verbal communication and interpersonal skills and the ability to comprehend technical data in verbal and print form
  • SAP experience is a plus
  • Experience with a global technology company preferred
  • Experience with semiconductor manufacturing for telecommunications and defense applications is strongly preferred
  • Experience with encryption is a plus
  • DOD security clearance or ability to obtain clearance
  • Bachelor’s degree in Business; International Business preferred
  • Master’s degree a plus
  • 7-10 years’ experience managing import/export trade compliance, preferably with a global technology company
