  • Overview

    We are currently seeking a technology release manager who will report to the legal and compliance office and support the vice president of international business in coordination of activities associated with international endeavors to effectively influence and implement U.S. Government National Technology Release Policy, export policy, technology release best practices, and engage with all necessary elements of the U.S. government (USG) to facilitate release approval associated with international business activity.  



    • Develop internal policies and procedures to address all technology release/export requirements early in program planning to prevent international program delays
    • Communicate USG technology release (i.e. National Disclosure Policy) and export community (i.e. AECA, ITAR, EAR, EAA, etc..) feedback, guidance and disclosure/export action plans
    • Support the enterprise in ensuring international pursuits align with USG technology release and export community processes and requirements
    • Collaborate with business development (BD) team to ensure proper regulatory and USG support is acquired for international endeavors
    • Lead technology release program planning to expedite USG approval, minimize negative license positions, and prevent program shortfalls due to short notice/late international requirements
    • Pre-coordinate international pursuits in advance of export licensing requirements with USG technology release and export communities (NDPC, OSD/Policy, DDTC, DSCA, DTSA, SAF/IA, NIPO, DASA DE&C, TSC, TSFDO, etc.)
    • Identify and facilitate approval of all technology release issues associated with enterprise products (LO/CLO, AT, EW, GPS/PPS, COMSEC, National Disclosure Policy, etc.)
    • Lead planning meetings with USG disclosure/export control community to address foreign disclosure and export control requirements for major program initiatives
    • Ensure international pursuits, transfers of technology, goods and services are aligned with U.S. foreign policy and national security objectives
    • Identify, coordinate and provide training to internal and external customers on technology release and U.S. regulatory policy to promote a mutual understanding of international program requirements
    • Attend program reviews and business development meetings to provide regulatory and policy guidance
    • Communicate with internal and external customers to gather the required documentation for technology release
    • Responsible for ensuring that the enterprise speaks with a single voice on export regulatory/policy matters and for developing and coordinating critical messages among the key stakeholders within the US Government Export Community
    • Monitor key pursuits, track status, and assess the effectiveness of the engagement strategy to ensure the desired outcomes are achieved
    • Assist with the preparation and submission of commodity jurisdictions and advisory opinions
    • Assist in supporting internal and external audits and tracking and closing of any resulting corrective actions to include preparation of voluntary disclosures
    • Perform other tasks as needed to support the International Trade Compliance department


    • Bachelor’s degree in international affairs, public policy, or a field relevant to successful performance of the essential functions of this job description
    • Must possess a minimum of eight years of experience in international trade and compliance
    • Must possess a strong working knowledge and experience with import and export regulations and export licensing practices
    • Must possess exceptional presentation and people skills as briefings to senior levels of the U.S. government will be required on occasion
    • Must possess prior experience working in either a USG technology transfer office, or defense industry technology release position
    • Demonstrated strong familiarity with export control regulations, TSFD, National Disclosure Policy, FMS processes and USG Export Policy, TTSARB, TS/FD and TOPLINE formulation
    • Must possess strong working knowledge of export control regulations (AECA, EAA, ITAR, EAR)
    • Previous experience and success in accomplishing and receiving Exceptions to National Disclosure Policy (ENDP)
    • Previous experience with export license management and implementing international trade compliance programs
    • Demonstrated strong and effective verbal, written and interpersonal communication skills
    • Must possess proficient computer skills using Microsoft Office
    • Self-starter with the ability to meet or exceed deadlines, prioritize, multi-task, and maintain flexibility in fast-paced, changing environment
    • Ability to obtain/maintain a security clearance is required
